The Department of Defense’s drafting of Directive 5105.76 leaves very little to the imagination of those who read it. The name of this directive is “PLANNING FOR PRESIDENTIAL TRANSITIONS AND THE TRANSITION OF POLITICAL APPOINTEES AND OTHER OFFICIALS“. This directive, which applies to the Executive Branch, specifically the Biden Administration is effective as of August 30th, 2022; BUT the actual change is effective February 3rd, 2023.
Why? What is the purpose?
Pursuant to the authority vested in the Secretary of Defense (SecDef) by Section 113 of Title 10, United States Code (U.S.C.) and the “Presidential Transition Act of 1963,” as amended, published as a note under Section 102 of Title 3, U.S.C., this issuance:
- Establishes policy for the transfer of authority from outgoing to incoming senior officials during the transition between Presidential administrations or in the course of other personnel actions including, but not limited to, reassignment, retirement, or resignation.
- Establishes policy for the departure and arrival of political or certain non-career appointees, including those Presidentially-appointed, Senate-confirmed (PAS) officials; non-career senior executive service (SES) members; Schedule C appointees; and other officials appointed as experts or consultants pursuant to Section 3109 of Title 5, U.S.C. and Section 129b of Title 10, U.S.C.
- Assigns responsibilities for the administration, management, and direction of transition activities pursuant to Executive Order 13727 by Barack Obama in 2016.
How Can This Be?
The media is silent! These DoD actions make absolutely no sense. Unless there is an actual threat to the continuity of the United States Government or Biden pre-planned his resignation. Otherwise, this directive clearly outlines the preparation of a President who is unable to perform his duties. Given that the directive was drafted in 2022 to be effective in 2023, this indicates that the scenario where a current President is unable to perform his duties is not applicable, so was he planning his resignation?
Given that we are not in a Presidential election cycle, what other reason would the DoD be “PLANNING FOR PRESIDENTIAL TRANSITIONS“?
With President Biden’s death not being something that the DoD would specifically future date and plan for. ::coughs:: JFK ::coughs:: So what then? Well, either President Joseph R. Biden pre-planned to tender his resignation or the DoD has been working on a smooth removal of President Biden. But if he’s out, and it’s not Kamala, who else could it be?
FACT:
President Donald J. Trump never conceded the 2020 elections. There are substantial claims of election irregularities in multiple states.
Desired Outcome:
Given all of this, it is possible that the DoD took a proactive approach to ensure a smooth transition of power back to President Donald J. Trump.

While it also possible that there are other motives or explanations for the drafting of the directive, the most reasonable explanations are his resignation and or the transfer of power back to President Donald J. Trump.
